Vermont State Teachers Retirement System (VSTRS)

The Vermont State Teachers Retirement System (VSTRS) is the public pension plan provided by the State of Vermont for State teachers. It was created in 1947 and is governed by Vermont Statute Title 16, Chapter 55.

The membership as of June 30, 2008 is:

  • 10,685 active
  • 2,929 inactive
  • 705 terminated vested
  • 5,555 retired
There are two plans or groups:
  • Group C for public school teachers employed within the State of Vermont on or after to July 1, 1990. If you were hired before July 1, 1990 and were in Group B on July 1, 1990 you are now in Group C.
  • Group A for public school teachers employed within the State of Vermont prior to July 1, 1981 and elected to remain in Group A.

The Board of Trustees is responsible for the administration of the system, which includes the management of the assets of the retirement fund as well as the administration of the benefits and record keeping for the membership. The market value of the fund was $1,501 million as of June 30, 2008, compared with $1,647 million as of June 30, 2007. The system paid $82.2 million in retirement benefits during FY 2008.

VSTRS Board Member and Champion for Retirement Security Passes Away
We are terribly saddened by the loss of our friend and colleague, Jay Kaplan. For more than two decades, Jay worked tirelessly to improve and protect the retirement benefits of teachers in Vermont through his service on the Board of Trustees of the Vermont State Teachers' Retirement System, the Vermont-NEA and the national NEA. Jay succumbed to complications from lung cancer on August 23rd. He will be missed.
