In this one-and-one-half hour Webinar presented by the National Association of Unclaimed Property Administrators, participants will learn the essential unclaimed property fundamentals and skills needed to file accurate reports. Key terms will be defined and core concepts such as dormancy periods, due diligence, and reporting requirements will be provided by a panel of experienced state administrators. You will leave this session with important knowledge and resources to ensure that your company complies with state unclaimed property laws. Any business entity in possession of property is a potential holder. NAUPA understands that holders are the first and vitally important link in returning unclaimed property to the rightful owner.

Jennifer Brown, Assistant Director, Compliance Services, New York State Comptroller's Office

Jennifer has been with the New York State Comptroller's Office of Unclaimed Funds since November 2002.  Over the past 14 years, she helped initiate and develop the Voluntary Compliance Program for New York State and has contacted thousands of companies and professional organizations throughout the United States. She works to educate the companies about the Abandoned Property Law and to help them come into compliance. Jennifer has also worked at Outreach events throughout the State to help reunite New York residents with their money. Jennifer’s professional experience includes accounting jobs in the private sector and leadership positions for a local non-profit organization. Jennifer is a long-serving member of the NAUPA Education Committee.

Phillip Carlton, Assistant Director, Unclaimed Property Division, Florida Bureau of Unclaimed Property, Department of Financial Services, Office of Florida Chief Financial Officer

Phillip has 25+ years of compliance experience with the State of Florida, including 16 years with the Bureau of Unclaimed Property.  He holds an undergraduate degree in Business Administration with an emphasis in Accounting from Valdosta State University and a Masters Degree in Business Administration from Florida State University. He speaks at numerous conferences as an unclaimed property compliance subject matter expert. Phillip is the NAUPA Southern Regional Vice President, Vice Chairman of the NAUPA Education Committee and a member of the NAUPA Executive Committee.

Kathy Janes, CPA, Director of Unclaimed Property, Oklahoma Treasury

Kathy Janes, Certified Public Accountant, has been an employee of the Treasurer’s office since 1992.  She has served as Accountant, Accounting Manager and is currently the Director of Unclaimed Property.  Prior to employment with the Oklahoma State Treasurer’s Office, Kathy worked in public accounting in the areas of tax and audit. Kathy is the chair of the NAUPA Education Committee and a member of the NAUPA Executive Committee.

Kathleen Lobell, Director of Unclaimed Property, Louisiana Treasury

Kathleen Lobell is the Director of the Unclaimed Property Division of the State Treasurer’s Office. She has been with the Unclaimed Property program for over 25 years. Kathleen is the NAUPA Secretary-Treasurer and a member of the NAUPA Executive Committee.

Gary Qualset, CPA, Chief, Unclaimed Property Division, California State Controller’s Office

Gary has been the Unclaimed Property Division Chief in California for over 7 years. He has served for 30 years in a variety of positions in California state government as an accountant, auditor, manager, division chief, deputy director, and advisor to the elected chairperson of the Board of Equalization – a tax appeals agency 30 years.  Gary is a member of the NAUPA Executive Committee.
