NEW: MUNICIPAL EMERGENCY STATEWIDE EDUCATION PROPERTY TAX BORROWING PROGRAM
The Municipal Emergency Statewide Education Property Tax Borrowing program was enacted on June 15, 2020 from H.951.
The intent of this program is “...to assist municipalities required to make a short-term borrowing to manage the cash flow effects of statewide education property tax deferrals or delays in receipt of such taxes by municipalities as a result of the COVID-19 pandemic.” The program became effective on passage on June 15, 2020. The program authorizes the State Treasurer to make payments to municipalities to cover interest incurred, between March 1, 2020 and December 30, 2020, on such short-term borrowings.
Applications will be reviewed by designated staff in the Office of the State Treasurer.

The Municipal Equipment Loan Fund is governed by Vermont Statute Title 29, Chapter 61.
The Municipal Equipment Loan Fund was created for the purpose of providing loans on favorable terms to municipalities for the purchase of construction, fire, emergency or heavy equipment or vehicles.
The amount loaned shall be no more than 75% of the purchase price of the equipment and shall be repaid in no more than five years. For loans to a single municipality the interest rate is two percent. For loans to two or more municipalities jointly purchasing equipment, there shall be no interest assessed.
A committee, consisting of the State Treasurer, Secretary of Transportation, Commissioner of Public Safety and Commissioner of Motor Vehicles, reviews and approves applications.

* NOTE: The 2005 Vermont General Assembly amended the language of 20 V.S.A. Chapter 20 to change "Firefighters" to "Emergency Personnel." "Emergency Personnel" now includes ambulance service, emergency medical, first responder service, and volunteer personnel, in addition to firefighters. These Procedures will be similarly reviewed when the Review Board has a need to call the next meeting. The statutory amendment took effect as of July 1, 2005.
